The
Motor Vehicles Department has been established under section 213
(1) of the Motor Vehicles Act, 1988.
This is a Central Act applicable throughout the country.
Motor Vehicles Department is mainly responsible for enforcing
various provisions of this Act.
Motor Vehicles Department is headed by the Transport Commissioner.
The department has 45 offices in the State, one at each district. The district offices are headed by the Dy Regional Transport Officer, who work as the licensing & Registering Authority for the Districts. They also perform functions related to issue and renewal of permits, under delegated powers from RTA.
The State is divided into 14 Regions, each comprising of 4 to 5 district offices. The Regional offices is headed by the Regional Transport Officers, who also works as the Secretary, Regional Transport Authority.
The district offices are monitored by the Regional Transport Officer of the region. The Regional Transport officer, reports to the Transport Commissioner, Maharashtra State.

Central Motor Vehicles Rules, 1989 and the Maharashtra Motor
Vehicles Rules, 1989.

Establishment |
|
The
office of the Transport Commissioner is located at Mumbai.
The State has been divided
into 14 Regions and each region is headed by a Regional Transport
Officer.
There are 3 Regions in the city of Mumbai.
The offices in Mumbai are located at Tardeo (i.e. Regional
Transport Office, Mumbai (Central), Andheri (i.e. Regional Transport
Office, Mumbai (West) and Worli (i.e. Regional Transport office
(East).
The other Regional Transport Offices are located at Thane,
Pune, Aurangabad, Amravati, Nasik,Nagpur(city), Nagpur(rural), Dhule, Nanded,Latur and Kolhapur.

Offices
have also been established at the District Levels in addition to
the above offices at the Regional levels.
Each District in Maharashtra has an independent office of
the Motor Vehicles Department.
The offices in Taluka places at Shrirampur, Kalyan and Pimpri-Chinchwad
have been established taking into consideration the vehicle population
at these places.
All the District Offices are headed by the Dy.Regional Transport
Officers.There are 45 offices of the Deputy Regional Transport Officers

There are 8 Regional Transport Authorities and 1 State Transport
Authority established in the State of Maharashtra.
These Authorities are primarily concerned with keeping a
control on transport vehicles by granting them permits.
Transport Commissioner is a member of the State Transport
Authority and Addl.
Transport Commissioner function as Secretary
of the State Transport Authority, similarly the Regional Transport
Officers functions as Secretaries of the Respective Regional Transport
Authorities.
The Secretary of the Authority is responsible for giving
effect to the decisions taken by the authority.

The staff functioning in Motor Vehicles Department can be classified
into 2 categories i.e. the Executive Officers like Asst. Inspector
of Motor Vehicles, Inspector of Motor Vehicles, Assistant Regional
Transport Officer, Deputy Regional Transport Officer ,Regional Transport
Officer and other officers of the Transport Commissioner’s Office
who are concerned with enforcing the provisions of the motor vehicles
Act and the Tax Act and the clerical employees assists the Executive
Officers in day-to-day work.
The Executive Officers have to conduct driving tests.
Inspect mechanical fitness of the vehicles, enforce various
provisions under the Motor Vehicles Act, collect taxes in respect
of vehicles.
Similarly the clerical employees have to prepare documents
and office record , up-dating the same and arrange the same and
make it available whenever required.
The up-dating of information and maintenance of office record
is an on-going activity.

Performance
|
|
Motor Vehicles Department was established on the 1st April , 1940.
The work of registration of vehicles and issue of Driving License s
prior to this date was being carried out by the Police Department.
There were 15000 Motor Vehicles when the department was separately
established in 1940.
The total number of Motor Vehicles increased to 1,50,000
in the years 1961 .
There were
27,03,355
Motor Vehicles in the year 1991 and 12,170,991 in the year 2007. 12,13,043
Motor Vehicles were newly registered in the State
during the year 2006-2007.

Maharashtra as on 31st
March 2007 is 12,170,991
out of which two wheelers constitute 85,73,679 goods carriage
constitute 7,00,356busses
constitute 64,377 taxis constitute 1,33,309
and autorikshaws constitutes 5,55,118. |

There are 22 Check-posts across the border of
Maharashtra
which are responsible to check documents, vehicles and tax
payments in respect of vehicles entering into the State.
During the year 2006-2007 total 38,07,154 vehicles were inspected
at the Border Check-posts and total revenue of 92.93 crores was recovered from 7,33,357 offences registered at Check-posts.

There are 36 Flying Squads in the State of Maharashtra, which are
responsible for enforcing various provisions of the Motor Vehicles
Act and Tax Act.
The Flying Squads have recovered 102.31 crores of revenue
as tax and penalty during the year 2006-2007.

Motor Vehicles are constantly checked by the Department for ensuring
compliance with the provisions laid down for pollution.
Total Private Pollution Under Control Checking Centres in the
city of Mumbai
283 and 833 Pollution Under Control Checking Centres
in the State (other than Mumbai) have been authorised by the Department
to issue Pollution Under Control Certificate. |

In order to bring uniformity and proper co-ordination in the working of the Department a lot of stress is being laid on modernisation through on-line computerisation of various activities in the department. Presently,
Smart card driving license and smart optical card registration certificate project is being implemented in 45 and 28 offices respectively. Software used for implementation of this is developed by NIC Delhi. Remaining activities in these offices will also be computerised shortly.
